Child Exploitation Network Dismantled in France: Suspects Raise Public Concern

In a large-scale security operation that has drawn significant attention across France, authorities have announced the dismantling of a child sexual abuse network operating via the encrypted messaging app Telegram—an application that, according to French officials, has become a common tool among cybercriminal networks.

Between Monday and Thursday, May 22, police arrested 55 men across various regions of France as part of a complex investigation that lasted ten months, according to the Office for the Protection of Minors, cited by Agence France-Presse (AFP).

Suspects in Child Exploitation Case Raise Alarming Questions

What has raised particular concern among investigators and the public alike is the profile of the suspects, who range in age from 25 to 75. The group includes individuals typically seen as integrated members of society: a priest, a grandfather, an ambulance driver, a music teacher, fathers, and single men. All were reportedly in regular communication on Telegram with individuals described as “high-risk” offenders already imprisoned for child sexual abuse since last summer.

Arrests were carried out in 42 departments across France. The suspects face charges including possession, distribution, and viewing of child sexual abuse material involving victims under the age of ten. The investigation is being managed by 42 public prosecutor’s offices due to the decentralized nature of the case.

Telegram Under Scrutiny Amid Official Criticism

Quentin Bevan, Head of Operations at the Office for the Protection of Minors, stated that the investigation required “infiltrating thousands of encrypted messages and analyzing disturbing content over ten consecutive months.” He noted that Telegram remains the “platform of choice” for individuals involved in such offenses, despite improved cooperation since the arrest of the app’s founder, Pavel Durov, in Paris last year.

However, Bevan emphasized that the platform’s cooperation still falls short of expectations, stating that Telegram “barely meets the minimum legal obligations” required in cases of this gravity.
