Dabaiba Announces Government Strategy to Control Arms: A Unified National Army Is the Foundation of Libya’s Security

Libyan Prime Minister Abdulhamid Dbeibeh has emphasized that the formation of a unified national army is fundamental to achieving lasting security and stability in Libya. He stated that the era of militias has come to an end and that the state is moving forward with asserting authority over all sovereign facilities.

Speaking at a military graduation ceremony, Dbeibeh outlined the government’s focus on three key tracks:

1. Supporting the development of a professional, organized army.

2. Ending the presence of weapons outside state control.

3. Maintaining the current level of security stability.

He noted that these efforts are progressing in a balanced and coordinated manner, affirming that state authority must remain the ultimate reference across ports, airports, and military bases without exception.

Message to Newly Commissioned Officers

Addressing the graduating cadets, Dbeibeh said: “Today marks the beginning of a new phase of service and contribution. You will be on the frontlines of defending Libya. Uphold the honor of military service, discipline, and loyalty to the nation alone. You are Libya’s shield and its stronghold.”

He stressed the importance of responsibility and discipline within the armed forces, reaffirming that the effort to bring all arms under state authority is ongoing, and that the government has overcome the most difficult phases of this challenge through the collective will of the Libyan people.
