Sources told Al Jazeera details of an Iranian proposal comprising three main phases, aimed at ending the war in the region and reaching a comprehensive nuclear agreement.

First Phase (at least 30 days):

• Transforming the ceasefire into a complete end to the war across the entire region.

• Establishing an international reference to ensure non-return to war.

• A mutual Iranian-American pledge of non-aggression, including Iran’s allies in the region and Israel.

• Gradually opening the Strait of Hormuz, with Iran responsible for dealing with mines, and no objection to providing American support.

• Gradually lifting the blockade on Iranian ports in proportion to the opening of the strait.

• Amending the compensation clause with a new and innovative formula.

• Withdrawal of American forces from Iran’s maritime vicinity and ending the state of military mobilization.

Second Phase (Nuclear File):

• A complete freeze on uranium enrichment operations for a period of up to 15 years.

• After the time limit expires, Iran returns to enrichment at 3.6% according to the “zero stockpile” principle.

• Rejection of dismantling nuclear infrastructure or destroying facilities.

• Discussing the fate of the highly enriched uranium stockpile, either by shipping it abroad or reducing the enrichment level.

• A clear mechanism for lifting sanctions in exchange for nuclear measures, including the gradual release of frozen funds according to a time frame.

Third Phase:

• Entering into a strategic dialogue with the Arab and regional surroundings, with the aim of building a security system that includes the entire region.
