Moscow: Ukraine Ignores Proposals in Istanbul 2025 Talks
Moscow: Ukraine Failed to Comply With Istanbul 2025 Talks on 1,200 Prisoner Exchange
A senior Russian official said Ukraine has yet to respond to proposals submitted by Moscow in July 2025 as part of negotiations to establish a joint monitoring center for the ceasefire and to form working groups.
Alexey Polishchuk, Director of the Second CIS Department at the Russian Foreign Ministry, said Kyiv had not replied to the proposals nor responded to Moscow’s readiness to upgrade the level of delegations, adding that responsibility now rests with the Ukrainian side.
Polishchuk described Ukraine’s justification for suspending negotiations in Istanbul in November 2025 citing a lack of “tangible progress” as unfounded. He stressed that Moscow remains open to dialogue and expressed appreciation for Turkey’s role in hosting the talks.

Russian Foreign Ministry spokeswoman Maria Zakharova said Ukraine had failed to honor its commitments on the prisoner exchange, noting that fewer than 30% of the agreed total of 1,200 detainees were exchanged. She added that statements by Ukrainian Deputy Foreign Minister Serhiy Kyslytsya point to a lack of genuine willingness to pursue peace.
Kremlin spokesman Dmitry Peskov said Ukraine’s announcement suspending negotiations demonstrates a rejection of dialogue, warning that such a stance could weaken Kyiv’s position. He reiterated that Russia remains open to a political and diplomatic settlement, while continuing its military operation to ensure its security and protect its interests.
