Russia announces its readiness to send fertilizers to Syria free of charge.. But

Russia’s Permanent Representative to the United Nations Vassily Nebenzia announced his country’s willingness to send fertilizer to Syria free of charge, stressing that what prevents Moscow from making this move is Caesar’s US law.
“Our country is ready to send a shipment of fertilizer stuck in EU countries because of sanctions against Russia, to Damascus for no charge,” Nebenzia said during a meeting of the UN Security Council on Wednesday.
He continued: “But it turns out, it is impossible to move her to Syria because of the Caesar Act adopted by the American authorities, because they are dual-use, as he claims.”
He added: “We hope that the United Nations will provide us with accurate information on what it is working to resolve this issue.”
