Russia Reduces Its Holdings of U.S. Treasury Securities in September 2025

Data released by the U.S. Department of the Treasury revealed a continued decline in Russia’s investments in U.S. Treasury securities, with total holdings falling to USD 31 million in September 2025, compared to USD 39 million in August, marking a 20% decrease.
The Russian portfolio consisted of USD 22 million in long-term Treasury securities and USD 9 million in short-term securities. The data indicated that private investors were the primary holders of these assets rather than the Russian government itself.
This decline aligns with Russia’s broader strategy aimed at reducing potential geopolitical risks, diversifying reserves, and limiting exposure to U.S. assets.

In terms of foreign investors in U.S. Treasury securities, Japan remained the largest holder, followed by the United Kingdom and then China. The data also showed that net total foreign purchases of U.S. Treasuries increased from USD 187.1 billion in August to USD 190.1 billion in September.
