European Plan to Adjust the American Peace Initiative in Ukraine

According to *Responsible Statecraft*, European countries are seeking to modify the American peace initiative aimed at resolving the conflict in Ukraine, focusing on gradually easing the plan while maintaining military pressure on Russia, which adds strain to Ukraine’s human and military resources.

Representatives from the European Union, the United States, and Ukraine held a meeting in Geneva to discuss European and Ukrainian adjustments to the American plan, according to *Reuters* and *The Telegraph*. Proposals differed regarding the size of Ukrainian forces, with one draft limiting them to 800,000 personnel, while another version places no restrictions. Proposals also diverged on the Zaporizhzhia nuclear plant, ranging from operation under the supervision of the International Atomic Energy Agency (IAEA) with electricity shared with Russia, to full control under Kyiv authorities.

Versions also varied regarding the presence of foreign troops. One European draft proposes banning NATO forces during peacetime, while the other leaves the decision to Ukrainian authorities. All versions, however, share the aim of ending the conflict along current frontlines, in contrast with the core U.S. plan, which calls for Ukrainian forces to withdraw from the Donbas region.
