Key Provisions of the U.S.-Ukraine Mineral Resources Agreement

U.S. State Department spokesperson Tammy Bruce confirmed that the resource agreement signed between Washington and Kyiv “will enhance Ukraine’s national security.”
In a press conference, Bruce explained that the agreement signifies a convergence between the two countries and is not merely a financial arrangement, pointing to the transformative impact it is expected to have on Ukraine’s situation.
She also emphasized that the entire world will see what it means for any country to have a friend like the United States, noting that the cooperation is taking place within Ukraine, thereby strengthening the national security of all parties involved.
Recovering Billions of Dollars
In a related context, U.S. National Security Advisor Mike Waltz announced that the mineral agreement with Ukraine will allow the United States to recover billions of dollars it had previously invested to support Kyiv.
Signing the Agreement
The U.S. Department of the Treasury announced in a statement Wednesday evening the signing of a rare earth minerals agreement between the United States and Ukraine.
Ukrainian Deputy Prime Minister Yuliia Svyrydenko revealed the key provisions of the mineral agreement signed between Kyiv and Washington, noting that the agreement explicitly states that Ukraine retains full sovereignty over its resources.
Key Provisions of the Signed Mineral Agreement:

The United States will receive privileged access to new investment projects aimed at developing Ukraine’s natural resources, including aluminum, graphite, oil, and natural gas.
Strengthening economic and defense cooperation between the two countries.
Establishment of an investment fund for Ukraine’s reconstruction, co-financed and jointly managed 50/50 by Washington and Kyiv.
The fund will be used to finance projects in mining, energy, and infrastructure, with an initial ten-year period during which profits will be reinvested within Ukraine.
The agreement grants the U.S. access to new investment projects focused on developing Ukraine’s mineral and natural resources, including lithium, titanium, and rare earth elements.
Ukraine retains full sovereignty over its resources and independently determines what will be extracted and where.
