Russia India Summit: Extensive Agreements Advance Economic and Defense Cooperation to New Levels and Foster Ongoing Development
The Russia–India bilateral relationship continues its upward trajectory despite external pressures and changing international conditions. Russian President Vladimir Putin’s visit to New Delhi for the 23rd annual Russia India Summit sent a message affirming the continuation of the strategic partnership between the two countries, 25 years after its establishment.
Bilateral Relations: Major Developments
President Putin arrived on December 4 leading a high-level ministerial delegation, marking his first visit to India in four years. Prime Minister Narendra Modi welcomed the Russian president, underlining the significance of the visit and its role in supporting bilateral cooperation. Putin highlighted the historical nature of the bilateral relationship and acknowledged India’s contributions to international efforts concerning the Ukraine crisis.
He also noted the shifts in the international system and the emergence of multiple centers of power, emphasizing the importance of stable relations between countries.
Comprehensive Agreements and Projected Trade Growth
The summit resulted in the signing of more than 25 agreements and memoranda of understanding covering defense, energy, health, agriculture, industry, and transport. An economic roadmap until 2030 was also launched, aiming to increase bilateral trade to $100 billion, up from the current $67 billion.
Simultaneously, the Russia–India Business Forum was held under the theme “Balanced Trade and Shared Growth,” where both sides explored investment opportunities in digital technology, healthcare, and industrial innovation.
Defense Cooperation: Joint Production and Advanced Technology
Both parties discussed supplying India with additional S-400 systems and cooperation on joint production of the fifth-generation Su-57 fighter jet, as well as development of radar and early-warning systems.
The Russian side noted that technology transfer to India goes beyond conventional sales, reflecting a high level of trust. Cooperation on joint production was also proposed for the Russian civilian aircraft SuperJet and the regional transport aircraft Il-114.
Energy, Artificial Intelligence, and Local Currencies
The two sides agreed to expand oil and gas projects and enhance cooperation in civil nuclear energy, including small modular reactors. Russia also expressed readiness to develop a broad partnership with India in artificial intelligence.
They highlighted the importance of the preferential trade agreement between India and the Eurasian Economic Union and noted that around 90% of bilateral trade is conducted in rubles and rupees, supporting financial stability and reducing reliance on foreign currencies.
Medical and Pharmaceutical Cooperation and North–South Transport Corridor
Prime Minister Modi praised India’s role in the pharmaceutical sector and emphasized cooperation with Russia in producing advanced vaccines and medications, particularly cancer drugs. Both sides signed an agreement to establish a modern pharmaceutical plant in Russia using advanced Indian technology.
They also stressed the importance of developing the North–South Transport Corridor to reduce shipping costs and time, along with accelerating customs procedures through digitalization.
Multilateral Cooperation for a More Balanced World
Putin stated that Russia and India continue to implement independent foreign policies within joint cooperation frameworks with BRICS countries and the Shanghai Cooperation Organization, contributing to a more balanced global system.
He also noted that developing relations with emerging economic powers has become a necessity for many countries in the context of ongoing international challenges and pressures.
