The Syrian Constitutional Legal Committee in Its First Statements

The Syrian Arab News Agency (SANA) reported that the Legal Committee for Drafting the Constitutional Declaration made its first statements to the media, clarifying its role in light of the legal vacuum resulting from the abolition of the 2012 constitution, which was drafted by Bashar al-Assad’s regime. It has become necessary to establish a constitutional declaration that regulates the transitional phase and guides the state’s path towards stability and reconstruction. This declaration is not considered a substitute for the permanent constitution.

The committee emphasized that the constitutional declaration derives its legitimacy from the National Dialogue Conference and the Victory Conference, where various components of the Syrian people agreed on the necessity of having a legal framework to regulate the transitional phase, define the principles of governance, and guarantee rights and freedoms.

This declaration will be a legal document aimed at managing the transitional phase in Syria, defining the powers of the three authorities (legislative, executive, and judicial).

The constitutional declaration will lay down the general principles of the governance system, ensuring the flexibility and efficiency of state management during this sensitive period, in order to maintain the country’s political and social unity and the integrity of its territories.

The committee confirmed that it will take on the responsibility of drafting the constitutional declaration after studying the key principles and articles that must be included, in order to serve the interests of the country and meet the requirements of the transitional phase.

The committee also stated that it will extract ideas from the dialogues and national discussions that took place in the constitutional workshops during the National Dialogue Conference.

Upon completing the drafting work, we will submit the proposal to the presidency, aiming to establish a new phase based on law and institutions, ensuring a transition towards a more stable and just Syria.
