Rare Tensions Between Iran’s IRGC and President Over “Negotiation Is Not Surrender” Remarks

A senior official in Iran’s Islamic Revolutionary Guard Corps (IRGC) has openly criticized recent remarks by President Masoud Pezeshkian, who stated that “dialogue does not mean surrender” — a comment widely interpreted as support for possible renewed negotiations with the United States.
Aziz Ghazanfari, Deputy Assistant for Political Affairs in the IRGC, warned in an article published by Iran Monitor that foreign policy “is not a space for saying every truth,” cautioning that repeated verbal missteps could have consequences for national security and interests.
Concerns Over Impacts on Domestic and Foreign Policy

Ghazanfari emphasized that statements made by senior government figures must be delivered with caution, arguing that their influence extends beyond diplomacy and may affect internal affairs as well. He noted that such remarks could limit the government’s flexibility in the “complex and exhausting” arena of foreign policy and potentially destabilize the domestic political environment.
He also referenced the 2024 presidential campaign, during which Pezeshkian often relied on prepared scripts to avoid verbal missteps — a practice Ghazanfari said is even more critical now that he holds the presidency.
Call for Disciplined Political Communication
Ghazanfari further stressed that every word spoken by high-ranking officials carries its own significance, adding that both media outlets and international actors may interpret statements in ways that align with their respective agendas. According to him, this increases the risk of political messaging being used in ways that could harm Iran’s national security.
He urged President Pezeshkian and his advisors to take such risks seriously and implement measures to prevent similar issues from recurring.

President Pezeshkian had earlier stated that “dialogue does not mean defeat or surrender.” In a meeting with media executives on Sunday, he reiterated his belief that negotiation and discussion should not be equated with weakness.
His comments came amid reports from informed sources suggesting that indirect talks between Tehran and Washington could resume as early as this month.
