Israeli sources told CNN that the U.S. administration is examining a controversial option to skip the phase of disarming Hamas, a key requirement listed in the American draft resolution currently before the UN Security Council, and move directly toward the reconstruction of Gaza. According to the sources, this approach has sparked intense anger within Israel, which argues that bypassing the disarmament stage would allow Hamas to retain its military arsenal and undermine the foundations of Washington’s plan.
Officials in Israel view the new American approach as “temporary solutions” that they cannot accept, stressing that any political or humanitarian progress must begin with the complete disarming of Hamas, a condition Prime Minister Benjamin Netanyahu considers essential before launching any reconstruction process in the Gaza Strip.
Security Council Divide and Fears of a Russian or Chinese Veto
These developments come as the Security Council prepares to vote on a resolution aimed at moving Gaza from a fragile ceasefire to a more sustainable peace. The proposal includes creating a Peace Council to administer Gaza for two years, along with deploying an international stabilization force tasked with security operations and disarming Hamas.
However, the plan faces significant obstacles—including Israeli objections, uncertainty regarding a potential Russian or Chinese veto, and growing skepticism among Western diplomats about the plan’s feasibility due to the lack of clear implementation details.
A Sharp U.S.–Israeli Divide Over Gaza’s Post-War Structure
Analysts say the question of disarming Hamas is the primary point of friction between Washington and Tel Aviv. Netanyahu insists that “Gaza will be demilitarized and Hamas will be disarmed—voluntarily or by force.” Meanwhile, Washington is racing to assemble an international force to deploy in Gaza, as the U.S. refuses to send American troops and struggles to persuade other nations to join such a mission.
Uncertainty Surrounding the Plan’s Viability
Reports indicate that ambiguity surrounding the sequencing of the plan—particularly what will occur before and after disarming Hamas—raises doubts about its long-term viability.
