Von der Leyen at Munich: EU Defense Spending Up 80%… Dual Challenge

European Commission President Ursula von der Leyen announced that European defense spending in 2025 rose by 80% compared to pre-Ukraine crisis levels, during her participation in the Munich Security Conference.

Von der Leyen had unveiled in March a plan to rearm the European Union with €800 billion to strengthen defense capabilities and ensure continental stability, but she noted structural challenges in implementing the plan due to difficulties in coordination among member states and the military-industrial sector.

European Defense Split

In this context, a report by Euractiv highlighted divisions within the EU over military spending priorities. Northern and Eastern European countries—including the Baltics, Scandinavian states, Germany, and the Netherlands—led in advocating increased defense budgets, while southern countries like Spain, as well as two major NATO members, France and the UK, fell short of target levels due to domestic political and economic constraints.

This divergence coincides with European efforts to strengthen influence within **NATO**, including discussions on a potential independent European nuclear deterrent. The debate follows NATO’s June 2025 decision to raise the defense spending ceiling to 5% of GDP in response to U.S. President Donald Trump’s call for greater European responsibility. Spain’s refusal to meet the new threshold sparked controversy over the future of transatlantic solidarity.

Dual Challenge

Despite progress in increasing defense budgets, Europe faces a dual challenge: converting financial increases into integrated military capabilities while overcoming internal divisions to build a unified European defense stance capable of addressing regional and global threats.
