Hezbollah Housing Aid: ‘Promise and Commitment’ Sets Up to $14,000 per Eligible Unit

Hezbollah on Tuesday, October 13, 2026, announced details of its new Hezbollah housing aid program, known as “Promise and Commitment,” for families whose homes were destroyed, rendered uninhabitable or remain inaccessible.

The headline figures — up to $14,000 in Beirut and the southern suburbs and $12,000 elsewhere in Lebanon — are not uniform cash payments to every beneficiary. Each ceiling combines an $8,000 furniture allowance with a rent allowance of $6,000 in Beirut and the southern suburbs or $4,000 elsewhere.

How is Hezbollah housing aid calculated?

Under the announced structure, the maximum assistance for an eligible residential unit in Beirut or the southern suburbs is $14,000: $8,000 for furniture and $6,000 for rent.

Outside those areas, the maximum is $12,000, consisting of the same $8,000 furniture allowance and a $4,000 rent allowance.

The difference between the two geographical categories therefore comes from the rent component, not the furniture allocation.

Who can qualify?

Ali Damoush, head of Hezbollah’s Executive Council, said the initial phase covers homes that were completely destroyed, units in partially destroyed buildings, and units in buildings that technical assessments determine must be fully or partially demolished.

It also covers homes with structural damage, or major non-structural damage, that makes them uninhabitable.

A separate category includes displaced residents of occupied or immediately adjacent border communities who cannot return, whether their individual homes were destroyed, damaged or remained physically intact.

The residence must have served as the family’s primary permanent home rather than a summer, secondary or unused property.

What if a family has another home?

Ownership or access to an alternative residence can change the assistance a household receives. Damoush said households with another home may not receive the housing or rent component while remaining eligible for the furniture allowance, depending on their case.

The program’s detailed lists distinguish between cases eligible for both rent and furniture support, rent support only, or furniture support only. Separate rules also apply to tenants, partially destroyed properties and homes classified as uninhabitable.

For households that already received both rent and furniture assistance following the 2024 conflict, Damoush said the new payment would be limited to rent assistance if they do not have another home.

Four installments over one year

The maximum amount will not be paid at once. The announced assistance is scheduled over one year in four installments, one every three months.

The first installment is $3,500 for eligible cases in Beirut and the southern suburbs and $3,000 elsewhere.

According to the announcement, the program includes eligible housing cases stemming from the September 2024 and March 2026 conflicts.

How are beneficiaries identified?

Hezbollah says specialized committees have surveyed displaced households and damaged residential units in southern Lebanon, Beirut’s southern suburbs, the Bekaa and other affected areas, while assessments of some housing units are still being completed.

Beneficiary lists are being prepared using a standardized survey form developed by Maamar. The resulting lists are to be sent to local areas together with payment documents, after which beneficiaries will be informed of collection locations and dates.

This means eligibility depends on the survey and classification of each housing case rather than on the headline maximum alone.

Housing support and Lebanon’s reconstruction challenge

Damoush said the program was intended as temporary support for affected families and was not, in Hezbollah’s view, a substitute for the Lebanese state’s responsibility for reconstruction and compensation.

The announcement comes as housing and reconstruction remain central parts of the wider Lebanon crisis, particularly for households still unable to return to their permanent homes.

What do the $14,000 and $12,000 figures actually mean?

For beneficiaries, the key distinction is that the two figures are maximum ceilings, not automatic payments. The final assistance depends on location, the condition and status of the home, whether it was the household’s permanent residence, whether an alternative home is available, previous assistance and whether the case qualifies for rent support, furniture support or both.
